VACANCIES IN THE TRANSITION AUTHORITY

The Transition Authority (TA) is a statutory body with a constitutional mandate of facilitating and coordinating the Transition to the Devolved System of Government in Kenya pursuant to the provisions of the Transition to Devolved Government Act 2012 and Section 15(2) (d) of the Sixth Schedule to the Constitution of Kenya 2010.

In order to effectively deliver on its mandate, the Transition Authority seeks to recruit a higher caliber, visionary and result-oriented professionals from qualified Kenyan citizens to fill the following key positions at its head office in Nairobi.

DIRECTOR, CORPORATE SUPPORT SERVICES

Terms of service: 2 year contract subject to continuous satisfactory performance

Salary:  Attractive and competitive packages

(a) Job Description

Director, Corporate Support Services will be responsible to the Secretary/Chief Executive Officer for providing administrative support services to the Authority. Specific duties and responsibilities will include: providing logistic support to the Technical departments and units; facilitating results based planning, budgeting and performance measurement; ensuring prudent management and utilization of  human, financial and physical resources; management of administrative, financial, human resources, procurement and other logistic support services; interpreting and ensuring proper implementation of human resource management, administration, finance, supply chain management policies, procedures and strategies; advising the Authority on all administrative, human resource management and finance matters; and liaising with other departments on relevant matters.

In addition, duties will include: ensuring implementation administrative guidelines on labour laws, constitutional requirements and any other statutes issued by government from time to time; planning and budgeting for the entire Authority; providing leadership in capacity building and performance management; ensuring compliance with constitutional requirements, labour laws and  other statutes issued by government from time to time; ensuring compliance with the Public Procurement and Disposal Act; overseeing the design and implementation of the Authority’s ICT systems, infrastructure and policies; ensuring prudent utilization of resources including finances, human and physical resources; overseeing provision of  security services; managing assets; and reporting on the progress s of all the activities of the Authority.

(b) Requirements for Appointment

For appointment to this position, a candidate must have:

(i) Bachelors degree in Human Resource Management, Public Administration, Economics, Commerce (Accounting or Finance option), Finance, Business Administration/Management (Accounting or Finance) or its equivalent  from a recognized institution;

(ii) Master’s degree in any of the following disciplines: Business Management/Administration, Public Administration, Human Resource Management/Development/Planning, Economics, Finance, Commerce or any other relevant and equivalent qualification from a recognized institution;

(iii) Served in a senior management or leadership position in the public or private sector for a minimum period of eight (8) years two (2) of which should have been at least in any of the key functional areas;

(iv) Demonstrated a thorough understanding of national goals, policies and development objectives and ability to align them to the Authority’s mandate;

(v) Been conversant with the relevant legal, regulatory and Constitutional  provisions that relate to provision of support services including the Public Procurement and Disposal Act, the Public Financial Management Act, the Labour Laws; and the Constitution of Kenya 2010;

(vi) Been a team player with exemplary leadership qualities, networking and collaborative skills;

(vii) A clear understanding of the Authority’s mandate;

(viii) Good  interpersonal and communication skills; and

(ix) Proficiency in office suite computer applications and its applications.

CHIEF FINANCE AND ADMINISTRATION MANAGER

Terms of service: 2 year contract subject to continuous satisfactory performance

Salary:  Attractive and competitive packages

(a) Job Description

Chief Finance and Administration Manager will be responsible to the Director, Corporate Support Services for coordination of all Finance and administrative activities at the Authority. Specific duties and responsibilities will include: analyzing financial plans and forecasts to determine financial status of counties; gathering financial information, analyzing it and preparing financial reports; monitoring financial performance of the Authority and making appropriate recommendations; obtaining and  maintaining all relevant financial information for decision making; preparing and analyzing financial plans, forecasts, and reports; conducting financial, statistical and analytical studies; performing periodic review and analysis of financial reports obtained from  counties; budgeting for the Authority; and analyzing the Authority’s financial data or information to determine accuracy and fiscal solvency and administration policies, procedures and strategies.

Duties will also include: administrative guidelines on labour laws, constitutional requirements and any other statutes issued by government from time to time; providing leadership on staff welfare matters; ensuring prudent utilization of human and physical resources; coordinating the provision of security services at the Authority; providing progress reports of the departments activities; and liaising with other functional heads on administrative and management issues.

(b) Requirements for Appointment

For appointment to this grade, a candidate must have:

(i) Served in a senior financial management position in the public or private sector for a minimum period of five (5) years;

(ii) Part III of Certified Public Accountants (CPAK) Examination or its approved equivalent qualification from a recognized institution;

(iii) Bachelors degree in any of the following disciplines: Commerce (Accounting or Finance), Business Administration (Accounting or Finance), Business Management (Accounting or Finance) or its equivalent from a recognized institution;

(iv) Masters degree in any of the following: Commerce, Accounting, Business Administration, Finance or its equivalent qualification from a recognized institution.

(v) Registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and Registration of Accountants Board (RAB).

(vi) Certificate in computer application; and

(vii) Demonstrated professional competence and administrative capabilities as reflected in work performance and results.

PUBLIC COMMUNICATIONS OFFICER

Terms of service: 2 year contract subject to continuous satisfactory performance

Salary:  Attractive and competitive packages

(a) Job Description

An officer at this level will be responsible for: developing comprehensive corporate communications strategies; acting as press spokesman and managing the Authority’s relationship with the media to ensure prompt and accurate coverage; coordinating all the Authority public functions; networking with all publics to enable positive perception by special groups and organizations and the general public; reviewing the Authority’s corporate image; coordinating the Authority’s advertising and publicity; keeping and maintaining all corporate communications records and photographs; providing professional assistance to the Authority in all areas of communications, public relations and media relations.

(b) Requirements for Appointment

For appointment to this grade a candidate must have:

I. Served in the field of media and communications or relevant position for at least five (5) years, three of which must be at a senior management level;

II. Be in possession of a bachelor’s degree in public relations/corporate communications/Journalism/Mass Communication or any other relevant qualifications from a recognized institution;

III. Masters degree in any of the following disciplines: Mass Communication, Communication Studies, Information Sciences, Public Relations, International Relations, Journalism, or any other equivalent qualification from a recognized institution;

IV. Be familiar with both local and international media;

V. A clear understanding of the mandate of the Transition Authority and the role of corporate communications in the achievement of the same;

VI. Proficiency in computer applications, including knowledge in desk top     publishing;

VII. Excellent interpersonal and communication skills; and

VIII. Possess leadership, advocacy, relationship building and collaboration, result oriented, self driven.
