The Transition Authority is established under section 4 of the Transition to Devolved  Government Act, 2012. The TA is a statutory body which has the constitutional authority  to midwife the transition process.

The Transition Authority is a critical institution charged  with the responsibility of overseeing the implementation of devolution under the  Constitution through policy and legal advisory, resource mobilization, oversight, capacity building and coordination.

The TA has been mandated to establish committees   it may consider necessary for performance of its functions and powers. In this regard, TA has established four technical committees which include:

  1. Capacity and Capability Building committee;
  2. Functional Analysis and Competency Assignment;
  3. Legal and Intergovernmental Relations and Planning and
  4. Budgeting and Finance Committees.

The committees work in close consultation and collaboration with Government ministries, departments and Agencies and local Authorities aimed at building on on-going transition and devolution initiatives. TA has Operational Committees that include; Finance and Administration; Human Resource and Audit Committee.

Vision :- To have a seamless transition for better devolved services.

Mission:- To facilitate the realization of a devolved system of government through effective coordination of the transition process.

Members

The Transition Authority has membership of a chairperson and eight other members and members who are Permanent Secretaries in the Government. The Chairperson and the 8 members have been competitively recruited and appointed on 18th June 2012 by the H.E The President appointed in consultation with the Right Honorable Prime Minister and with the approval of the National Assembly.
